It's possible that your TCP/IP address was on a black list. For example, someone reported my offices address as a SPAM source. We're really not but that makes no difference. AT&T subscribes to a specific list that lists our address. As a result I cannot send ANY email to any AT&T based email address from my work address. Sort of sucks but there are ways around it.
First try using a web based email service like Gmail or HotMail to send the mails.
You can also install TOR. TOR (The Onion Relay) is an anonymising service. Once enabled it routes your connection through multiple overseas relays. The result is that your source address is (almost) impossible to detect. It's used a lot by people doing things they shouldn't be but it has many uses. Go here to get it: https://www.torproject.org/. "If" the issue is a blocked IP address using this will fix it (or should).
You can check your address to see if it's blocked. Go here to see what the address you are using is: https://www.whatismyip.com/. Unless you pay extra your ISP is giving you a temporary address to use (which is part of the problem). This web site tells you what it is.

If it is, your stuck. They typically block out addresses in blocks so even if you get a new one (AT&T reassigns every 15 min) you'll still be blocked.
TOR would allow you around the issue or use of a web based email client.
