Why Did I Not Get The $5 Monthly Programming Fee Discount On My Recent Bill?

My Century Link bill was $5 higher this month, so in chatting with Century Link they said that I did not receive the $5 programming fee discount and I needed to contact you. I would appreciate knowing why I was not given the $5 programming fee discount?
