Empty Air Space On Other End?

What does it mean when you try to call someone (same town, also a centurylink number) and there is no ringing on the other end, nor is there a busy signal, nor is there a message saying it's been disconnected or out of service.  It's just empty uninterupted air space on the other end.  Could their phone be disconnected with no such message to tell me so?
