2002 Turn Signal Stays Solid. No Bulb Or Fuse?

My 2002 Cadillac Seville SLS right turn signal stays solid - doesn't blink. Occasionally will blink if manually move multifunctional lever but only if cold out or when first start up car. I checked the fuse under the back seat and its good. Not the bulbs. Any ideas? I think it might be the turn signal flasher relay but cannot locate. Maybe multifunctional lever but left side works. Any solutions would be great??
