Opening The Right Front Passenger Door With Key Sets Off Alarm. .why?

i have a 1999 Deville that won't let me open the right passenger door with a key without setting off the alarm! Why is that?Also the auto door locks seem sluggish and work when they want to or not at all. Why is that?
