Hard Starting

Why does it take so long for engine to finally start no matter the weather hot, or freezing cold it takes my 1998 caddy deville 10 seconds or longer to finally start. I have a brand new battery and freshly tuned, oil change, fuel filter change, I've tried everything. but it still won't start on a dime like it use to.
