Instrument Panel Lights Not Working

There's a few possibility's: on page 318 of the manual it list a cluster included under the wiper fuse. On page 319 in the MaxiFuse/Relay Center, located behind the driverside rear seat there's a cluster reference under body 3 relay/fuse.
