Probably not a pressure problem. The power steering fluid is overheating and boiling. Try one of two solutions. The first thing I would try is to add less fluid to the reservoir. You won't do any harm to the pump if you fill it 1/2" lower than the cold fill line. I would also drain the old fluid and replace it with fresh fluid.

Option number two is an aftermarket power steering pump cooler. Not hard to install and it might stop the problem by keeping the fluid below the boiling point.
