Cars Exterior Lights Flash When The Isn't In Use

My dad has a 1999 buick Park ave and seems like whenever he has it sit up for a few days the exteror lights like to flash for no apparent reason. We have tried to find the headlight relay fuse with no results cause he thinks its that and I thought it was the starter relay which it did it again tonight just flashing away for 20 mins. I really could use a good low cost idea fast and please don't tell me that its the switch cause my dad will junk it quick if its that thanks in advance
