The Air Only Blows Out Of The Defrost Vent When A/c Is On.replaced Vaccume Lines

the air only blows out of the defrost vent when a/c is on have replaved the vaccume lines under hood as well as the vaccume canister.it used to some times come out of the dash vents but now it does not.me and wife are disabled and she has a medical condition that she has to have cold air.
