There could be a few possible reasons why the windshield wiper on your 1993 Buick Century doesn't turn off when you put it in the off position:
  1. Faulty wiper switch: The problem may lie with the wiper switch itself. A faulty switch may not be able to properly communicate with the wiper motor and control the on/off function.
  2. Malfunctioning wiper motor: The wiper motor may be malfunctioning and not responding to the signals sent by the wiper switch. This could be due to a worn out motor or a damaged electrical component.
  3. Wiring issues: There may be a problem with the wiring that connects the wiper switch to the wiper motor. This could be due to a loose connection, corroded wires, or damaged insulation.
  4. Electrical system problems: Issues with the car's electrical system, such as a blown fuse or a dead battery, can also cause problems with the wipers.

To diagnose the problem, it's best to take your car to a mechanic who can perform a thorough inspection and test the various components of the wiper system to identify the root cause of the issue.
