If it isn't the fuse, then it's probably the fuel tank sending unit. That part has a float and it works on electrical resistance. After 21 years, your sending unit is probably defective.
It's located in the gas tank, so you'll have to drop the tank to access the unit. The sending unit is in the top of the tank. Not too hard to do, but you will have to save the old fuel pump that's attached to the unit and install it on the new sending unit.
Also, be sure to relieve the fuel pressure before opening the fuel line. You do that by removing the fuel pump relay (fuse) and then cranking the car. It shouldn't start and the pressure will be relieved.
