Voice Mall Always Has A Busy Signal

I just got a new samsung galaxy prevail smartphone from Boost mobile. tried to set up voice mail. Every time i try i get a busy signal. I dialed my cell phone number from a land line and got a busy signal every time very frustrsted. Every thing else work fine except cant set up voicemail. HELP
