Battery Won't Charge Anymore.
Dustbuster is just over one year. Is that how long the battery should last?

Depends on how many charges and discharges it has had. If they are Ni-Cads then they could be subject to the memory effect which means they will not accept a full charge. You would need to discharge it and then allow it to cool before recharging. Then fully charge it and then discharge it. This may need a number of attempts to recover them. If you have a faulty cell it would require replacement to fix. Lithium iron cells work differently and if they do not charge correctly the charger could be suspect. A difficult situation to resolve I'm afraid.
