How Do I Get The Needle To Dip Down Into The Bobbin Case To Bring Up Thread?

the tension for upper and lower threads is set at 4, but i cannot make the needle dip down and pick up bobbin thread.  does the machine need to be on?  i thought this was a manual process.  thanks.
