My Machine Will Not Wind Thread Onto A Bobbin.

I recently had my machine serviced and it seemed to be working fine. Now it will not wind thread onto a bobbin. My repairman doesn't work in winter. I took the machine apart and it looks like the winder is making contact with the wheel that would make it wind a bobbin, but with any tension at all, the winder will not move. HELP please. I sew the most in winter (logical) and can't wait for my repairman to fix my problem. HELP
