Local Isp Blocking Basic Talk Long Distance Phone Calls And Other

My local ISP has a monopoly in the county in which I reside. They are blocking my long distance phone calls on Basic Talk. If I try to dial the same long distance number twice I get a recording that I can't make that kind of call. When I dial your 411 more than once for information Thacker & Grigsby Telephone takes over. When I dial the second time with BT the local provider T&G cuts in and charges me for the information even though I'm using your phone system. Have contacted a attorney who specializes in communications. What can you do about this? Do I sue both companies for fraud? I'm paying you for a service that I'm not getting.
