Have you checked to make sure the CPU is securely fastened. Have you also checked to see if the heat sink in securely fastened. Have you checked all connectors to make sure they are fully connected.
Make sure the CPU power cable is connected.
If you are still having issues check to see if any of the pins are bent. Remove everything except 1 stick of RAM and then see if the Red light shuts off.
