Technically no, the iPod touch cannot send text messages, even for a fee. However, Yahoo! allows you to send text messages to cell phones for free (on your part; if applicable, your friend will have to pay to send and receive text messages). So, if you have a Yahoo! account, I believe you can download Yahoo!'s oneConnect application, which is free on the App Store.

"Integrate your contacts, send IM (via instant messenger) and SMS, post your status, and view the latest activity from your favorite social networks..."

About your neighbor's Wi-Fi: if you are sure that your neighbor has Wi-Fi, you could just ask them if you could use it, even for a small fee. If they do not allow you to, you could try seeing if you could connect to their signal by going out in your backyard or something. If you do happen to connect, you won't be able to use it if there is a password on it, though. :-(
