Luggage Problems

How do I get a hold of someone at the number given to me to rectify baggage problems. I was able to talk to someone this a.m. and was told I would receive a phone call in two hours. It is at least 5 hours later..no phone call. Every time that I call, I am told that the operators are busy. How do I get a hold of someone to talk to to get this problem solved. Since my luggage and my granddaughter, who was traveling with me, luggage didn't come in our flight , it was supposed to be delivered to our homes. They delivered my granddaughter's to my house and mine to her house. Since we live about 3 hour apart, it would be quite a trip to exchange it ourselves. I was told that it was taken care of and it has not been. My file locator number is VUKVIO. i do not have my granddaughters, she has it.
