That is complicated depending on if you're baggage was checked all the way through to your final destination, or if you came from an international location and have to go through immigration and customs in Miami, which could require you to claim your luggage, then re-check it before going through security again.  If you will not be claiming your luggage in Miami and it will be transferred by the airline to your next flight, you may be able to leave the airport for a short period of time, allowing yourself ample time to get back to the airport and go through security again, however you won't be allowed to check additional luggage.  Your shopping would have to be considered carry-on and would go with you through security.  It would be screened and if you have any liquid items over 3.4 oz it won't be allowed.  If you claim your luggage (coming from an international flight and required to go through customs), when you recheck your bags you will be assessed additional fees if you have more bags than what you started out with.  The bag fees differ depend on your type of travel.  Generally for international, your 1st bag is free and 2nd is $100.  For domestic, the 1st checked bag is usually $25 and the 2nd is $35.  So keep these things in mind if you are contemplating leaving the airport between flights.  It's usually not a recommended thing to do.
