Washer Drained After Pause

I had to pause my washer about 1 minute after it started washing to make sure I had put the detergent in.  When I restarted it, it drained completely, refilled, and started the whole wash cycle over again.  This thing is supposed to be a water saver, but I can tell it is using more water because it won't wash and rinse more than a very small load.  Very poor engineering...
