No Data For Me, Even Tho I Pay For It.

I have not received any data with my phone for more then 2 weeks now, the first ticket they issued to me resulted in receiving a new phone. but the same "not receiving data" was not fixed by this. the second ticket is still open, they assigned me to Camisha with this ticket, she did call one time for this second ticket, i was away from a second phone at that time and she said she would not be able to help me when i was able to get to a second phone. her manager refuses to send my ticket to another rep that is available when i am able to have the second phone. I have called many, many times. she does not call me an neither does her manager, and he did promise to call me back. So, now what do i do?
