Check to see if there is a Fn key to enable Bluetooth. My Acer has a bluetooth icon on the F3 key. By pressing Fn-F3 I am able to enable or disable bluetooth.

For that first download driver from below link
http://us.acer.com/ac/en/US/content/drivers
Click on above link then type in model search asv3 then select 47gi7 from list there you can see all download get your bluetooth driver and install.
then you can see bluetooth application n control panel make sure its enabled.Also press Fn key + F3 key to enable bluetooth then check.
