Does roadside assistance cover me when I'm travelling out of state?

Yes it does it covers 50 states.

Yes they will, but depending on your location it may take them time to reach you. And note that they will not reach you if it's a matter of accident that you vehicle is involved in and is unable to move, you will need your insurance company to come and tow your vehicle.
